Scales Strange set of hanging scales

This is a strange set of hanging scales - The center is about 3 3/4" x 3 1/2" - there appears to be a brass measureing plate that the needle rotates and points on both sides.  One side is increments of 5 from 0-40  The other side is marked 20 to 300?
